Horacio Ramos, first career official to lead DENR, passes away

The Mines and Geosciences Bureau (MGB) mourns the passing of former Environment Secretary and MGB Director Horacio Acop Cosalan Ramos, who died in the early morning of April 17.
Ramos was the first career official of the Department of Environment and Natural Resources (DENR) to be appointed as Secretary. He served as MGB Director for over a decade before leading the Department, where he advocated policies on the responsible development of the country’s mineral resources.
He was awarded the Order of Lakandula (Rank of Bayani) by then-President Gloria Macapagal-Arroyo for his service.
The MGB described Ramos as a pillar of the Philippine mining sector and said his legacy continues to be felt in the agency and among those he worked with.
Petron Corp. also announced the passing of Ramos, who served as one of its directors.
Ramos earned a bachelor’s degree in mining engineering from the Mapúa Institute of Technology in 1967 and placed second in the Mining Engineering Licensure Examination the same year. He later obtained a graduate diploma in 1976 and a master’s degree in mining engineering in 1978 from the University of New South Wales in Australia.
