Nickel sector relieved raw ore ban dropped from mining bill

The nickel industry association in the country is relieved that the government didn’t force miners to process all ores domestically, since the Philippines is not yet ready for this need.
The Philippine Nickel Indsutry Association (PNIA) said Wednesday in a statement that they want a more practical approach that improves conditions first before making such demands.
“The PNIA welcomes the bicameral committee’s decision to remove the raw ore export ban provision from the final version of the mining fiscal regime bill,” the industry association said.
“This is a prudent and forward-looking step that protects jobs, upholds investor confidence, and reflects a more realistic understanding of the challenges surrounding domestic mineral processing,” it added.
PNIA added that it accepts the need to raise mining taxes but wants it done in a careful and fair way.
They said this will help raise funds for the government while still attracting investors and supporting a healthy mining industry.
“We recognize that a calibrated increase in mining taxation is necessary to ensure fair government revenue and public benefit. In this regard, we reiterate our support for a margins- and windfall-profits based tax structure, which better reflects actual business performance and aligns with international best practices,” PNIA said.
“Fiscal predictability and economic rationality are essential to attract long-term investments and enable the growth of a competitive, responsible mining industry,” it added.
PNIA said that although it supports the objective of building a robust local mineral processing sector, laws alone cannot achieve this.
The organization identifies significant issues that need to be resolved in order to draw significant investments, including high energy prices, inadequate infrastructure, ambiguous regulations, and delayed approvals.
PNIA expressed gratitude to legislators for hearing from interested parties and selecting a course that preserves the economy while allowing for further industrial expansion.
Additionally, it said that it would keep collaborating with the government to ensure that mining promotes sustainable and equitable development.
